To whet our appetites for the G.I. Jeff animated Community episode, they’ve released a teaser featuring one of the infamous PSA’s!
I will step up and fully admit I’ve never watched a single episode of Community, so I’m sure there are some inside jokes going on here, but even without that background, this looks like a hell of a lot of fun.

I wouldn’t say there were really any inside jokes, though the interaction between Buzz-Kill/Britta and Fourth Wall/Abed probably make a lot more sense if you’ve followed the show. That’s definitely vintage Britta and Abed there.
I would say a little inside. For the purposes of this promo Britta’s character, Buzzkill, did not receive her name at random. Anyone who has not followed this show from the 1st season has really missed out. It has gone downhill this year with the exit of Chevy Chase and Troy (his name escapes me) but it has been one of my favs the past 4 years.
The “Harmon sucks” graffiti is a reference to Community creator and show runner Dan Harmon. Tat’s about it beyond why BiThomas said.
