It seemed as if back in the day, figures coming with animals was pretty much a standard with Hasbro and G.I. Joe. It quickly became clear that this standard was going to continue throughout the C.O.P.S. line, and essentially, it made sense to have some sort of K-9 unit on the C.O.P.S. force. Bowser goes one step further and introduces the K-9000 unit of robotic animals and again, brings that futuristic element into what essentially looks like a dated police officer appearence.
Bowser's mold is somewhat hit or miss. I think I like it overall, although it doesn't necessarily wow me. His head sculpt is very Mutt-like (from the world of G.I. Joe) and his skullcap really harkens back to the past. His facial sculpt looks a little mean and intimidating, but it's not the face that's the focus of the mold, it's the oversized dog-training padding that he is coated with on half of his body. This material is sculpted well and generally looks okay, giving the figure a great bulk to him and making him really stand out. Where the padding isn't applied, his uniform looks pretty standard, but still well sculpted, and you end up with a pretty specialized figure, who also works out of that context as well (unlike someone like Barricade). Overall, the figure is okay. It's really nothing extraordinarilly special, but it works and serves it's purpose well.
The colors of the mold are pretty effective, too, using a solid blue for the uniform base and a pretty standard, realistic looking brown for the padding on his arm and leg. The thick pads and brown color combine to form very effective details and look pretty nice for what they are.
It's pretty quickly obvious that accessories are a main draw to this figure. He comes with a simple, but very cool, little snub-nosed pistol and a pretty decent sized machine gun, which actually works better hooked to the side of Bowser's main accessory, his K-9000 unit, Blitz. The dog is very nicely molded and I love all the sculpting detail, but when it comes right down to it, this item would be far more effective if it was at least slightly articulated. I could forgive the G.I. Joe pets, since they were so small, but I would hope a dog accessory of this size might at least have hinged legs or something...the overall impact would have been far better if he did. Still, Blitz looks pretty neat, especially with the siren on top and all of the little cybernetic work buried into the dog. I would have LOVED to have seen Blitz movable and slightly more usable, but essentially, it still looks okay, and even without it, he makes a great compliment to Officer Bowser.
