ISSUE# 1 TITLE: The Case of COPS File #1: Bad Vibes SYNOPSIS: This is what started it all. Dr. Badvibes wants to join The Crooks, so he pulls a huge heist to get in good. Big Boss likes what he sees, and to celebrate, decides to launch a citywide crime spree through Empire City. The local law enforcement community is fed up with the Crooks behavior, so they call in Baldwin P. Vess, a federal agent who has been specializing in the background of Big Boss and the best way to take him down. When Big Boss learns Vess is in town, he is enraged; Vess was responsible for the imprisonment and subsequent death of his twin brother. He sends Rock Krusher and Turbo Tu-Tone to stop Vess---for good. They blast the COPS precinct with a rocket launcher, with Vess inside, and the full force of the explosion strikes him! In critical care at the hospital, Vess reveals his plans for Empire city…a team of C.O.P.S.- the Central Organization of Police Specialists. The best of the best in their field from around the country that would stop at nothing to take down the Crooks and keep the city safe. He gives the list to Longarm, and then is taken in for surgery. As Longarm rounds up the introductory team of COPS, Vess emerges from surgery a new man…Bullet-Proof! Given a nigh-indestructible composite steel torso to repair the damage done by the rocket, Bullet-Proof now stands proud as the leader of COPS. And the COPS are going to be needed….Dr. Badvibes has put the finishing touches on his new “Bad Vibes” generator, which uses vibrations to tear apart metal and concrete, a weapon they can use to rip apart and bank, armored car, or COPS precinct like it was tissue paper. The Crooks call Mayor Davis and give him an ultimatum…threatening to use this machine to shake the very skyscrapers of Empire City to the ground. Bullet-Proof immediately sets the COPS loose: Bullseye, Barricade, Sgt. Mace, Sundown, Bowzer and Blitz, Highway, and Longarm. Hardtop and Mirage are somewhat disappointed that they’re not involved in the group, but agree to hold the fort down as the COPS take off to battle the Crooks in the streets. Bullseye’s Air Raid helicopter falls victim to the Bad Vibes machine, but he escapes and sees that the Crooks are held up in an abandoned sewage plant. The COPS close in! But there’s a stalemate…the Crooks and COPS exchange fire, but no one can gain the upper ground. Until Hardtop decides to disobey orders and take direct action. He arrives at the scene in his Ironsides attack vehicle and smashes through the wall of the Crooks hideout. The COPS take this chance and move in, driving the Crooks away and destroying their generator. First Case: Closed! MAJOR EVENTS: Baldwin Vess becomes Bulletproof; Badvibes joins the Crooks, and the COPS are formed. We see the history between Big Boss and Vess and get some background into each member of the COPS. Hardtop also joins the team.
ISSUE# 2 TITLE: Case of the COPS File #2: The Long Cuff of the Law SYNOPSIS: Big Boss is beside himself over the COPS last victory and vows to take revenge…on Longarm! At home, PJ O’Malley is having a nice evening with his family, and arguing with his father over the current state of Law Enforcement. He leaves to join the COPS as Longarm, not knowing that Turbo Tu-Tone and Buttons McBoomBoom are waiting outside. As Longarm arrives at the 647 th Precinct and is shown some new gadgets and tools of the trade, the Crooks strike! Buttons breaks into O’Malley’s home and unleashes a barrage of gunfire, tearing up the entire house. He leaves the family bruised, but alive, announcing his credo: “I show how fragile and breakable their lives are! I take away everything a man has—every precious possession—and I let them think about that! I destroy dreams and shatter memories! But I don’t kill…I just leave lives…in wreckage!” And that’s just what he does. Longarm finds out immediately and vows to go after Buttons, and after a tip from a stool pigeon, that’s exactly what he does. Pinning down McBoomBoom at a place near the docks called “Inferno’s” he corners the pseudo-hitman and using his powercuff, arrests him! Turbo gets away, but Buttons McBoomBoom is behind bars. Case #2: Closed! MAJOR EVENTS: History behind Longarm and his family. A glimpse into the twisted psyche of Buttons McBoomBoom. Introduction of the “Gluger”, a gun that shoots a glue-like substance used to capture Crooks.
ISSUE# 3 TITLE: The Case of COPS File #3: The Vibe Piper of Empire City SYNOPSIS: Once again enraged at the audacious victory of the COPS, and the capture of his personal bodyguard, Buttons McBoomBoom, Big Boss and Berzerko descend into a maze of sewer tunnels underneath their headquarters to plan their next crime. They are soon approached by metallic rats that lead them the Dr. Badvibes who has a new plan to unhatch. He has taken control of a large array of metal rodents, once used to dispose of trash in Empire City, he has invented something to control them and have them do the Crooks’ wishes. Big Boss decides immediately to use these rats to bust out Buttons McBoomBoom. The rats strike at the heart of the prison, and despite returning gunfire they break through the walls and begin tearing apart every jail cell inside. All of the criminals are quickly freed, although Buttons slips away and doesn’t follow the crowd. The criminals all gather up behind the horde of metal rats and Badvibes’ robot Buzzbomb, certain that they’re leading them to freedom! But the COPS have other plans…Highway flies high above the crowd of released crooks and notices them being led by robots. Mainframe surmises that the robots must be controlled by something and swiftly figures out what frequency and Highway broadcasts that frequency, leading the criminals into a trap! Mace quickly wipes out Buzzbomb with his rocket launcher as the rest of the COPS move in and take down all of the escaped crooks. But as they’re being loaded up and taken back to prison, Longarm notices that one is missing…Buttons McBoomBoom. Case #3: Closed! MAJOR EVENTS: Buttons McBoomBoom escapes from prison; Buzzbomb is destroyed
ISSUE# 4 TITLE: Case of the COPS File #4- Sundown Hates Bugs! SYNOPSIS: As Sundown expresses his distaste for insects to a mysterious cleaning lady, Highway is using his manly charm to convince Mainframe to go out on a date with him. The cleaning lady mills around and eventually leaves, taking off her disguise and revealing herself as Ms. Demeanor! Big Boss sits back, thrilled that the “bugs” that Sundown hates are now broadcasting the secret inner workings of the COPS plans straight into his headquarters. But the plan’s success is short-lived as Bowser fires up his electric razor and for some odd reason intercepts the radio signals from one of the bugs (revealing Highway’s horrible attempts at luring Mainframe to dinner). The COPS immediately activate a “white noise generator” and ransack the place, finding all sorts of transmitters. Bullet-Proof becomes nervous, finding one of the bugs under his desk and realizing he’d just made plans for the COPS to baby-sit five million dollars that night while it awaits transport. He knows the Crooks know about it now…but the Crooks don’t know that he knows. He immediately locks down the precinct and puts a plan into action to lure the Crooks into their very base, and then spring a trap! Meanwhile, Ms. Demeanor is sweet-talking Berzerko into running a heist with her that night. Turns out Ms. Demeanor was the one who broadcast that radio signal to Bowzer’s shaver, getting the COPS onto the Crooks plan, and focusing all of the attention on the precinct, leaving her free to hit the main bank in Empire City. She gets the cash, the COPS nail Big Boss, and she’s the new crime lord of Empire City! Night falls…and the Crooks strike! They launch an all out assault on the 647 th Precinct, but the COPS are waiting. Electric fences quickly spring up—hidden gun pods open fire, and the COPS swarm in. Meanwhile at the bank, Berzerko is cutting into the bank’s electrical lines to halt the alarm before it sounds. They are quickly inside, but suddenly, Mainframe gets video signal flashed to her monitor of them infiltrating the bank! Berzerko evidently crossed some wires…Sundown sees it and speeds off on a Bluestreak Motorcycle where he intercepts the would-be thieves and drives them away with his six-shooters. They escape, but the plots are foiled; Case #4: Closed! MAJOR EVENTS: Ms. Demeanor shows her “true colors” and tries to seduce Berzerko and usurp Big Boss for the first time. Crooks launch direct attack on “Purgatory” AKA the 647th precinct. Demeanor’s Jamaican bodyguards Hench and Mann are seen for the first time.
ISSUE# 5 TITLE: Case of COPS File #5: A Bowser and his Blitz SYNOPSIS: Out on routine patrol, Bowser and Blitz run across Rock Krusher, doing his usual dirty deeds. Blitz disobeys and order and goes after Krusher himself…Krusher’s new explosive ball and chain come into play and Blitz is destroyed as Bowser helplessly looks on! Bowser is pretty traumatized, having grown so attached to the robotic dog, and the COPS scientists vow to do whatever they can to help. Bowser reminisces about Blitz and about Maxie, the first dog he ever had. Bowser decides to do something about it and follows a lead…leading right to Dr. Badvibes’ lab and Rock Krusher! Bowser trades blows with Krusher even as the scientists are working on Blitz. Suddenly, just as Bowser gets pinned by the Crook, Blitz leaps from the table and takes off. Krusher and Bowser are at a stalemate…but then Blitz leaps through the window and takes down Krusher with extreme prejudice! Highway and the scientists come along as backup just as Blitz collapses again…but all he needs is a fresh power pack and he’s a-okay and Rock Krusher is taken into custody. Case #5: Closed! MAJOR EVENTS: Lots of background information about Bowser and Blitz; Rock Krusher gets captured. Blitz is destroyed and rebuilt.
ISSUE# 6 TITLE: The Case of COPS File no. 6: Ms. Demeanor’s Capital Crime SYNOPSIS: Big Boss, apparently sick of the city life has decided to take a vacation. Reminding his Crooks, Turbo and Berzerko not to forget the essentials, they prepare to leave, but not before Berzerko tells his new “girlfriend” Ms. Demeanor what’s happening. Ms. Demeanor decides that they must be up to something and prepares to follow them, not realizing that Barricade is eavesdropping and hears the whole thing. The COPS give Big Boss a hard time on his way out of the city, but eventually he leaves; certain that he’s up to no good, Highway and Mainframe masquerade as a honeymoon couple to investigate what’s happening at Big Boss’ cabin in the woods. The plan is quickly revealed as Highway catches a robotic fish while fishing in the lake…so the switch is made. Big Boss catches a real fish, convinced that this is the “drop” he’s expecting…apparently he was meant to catch a metal fish filled with money to transfer the large amount of funds from one place to another. So in a bizarre three-way switch, Ms. Demeanor (who had followed them into the woods to hope and snag the loot in the fish) ends up with the guts of the real fish, and Big Boss ends up with the metallic fish, only filled with counterfeit money, supplied by Highway and Mainframe. As Big Boss reveals his plan to Turbo, the fake money bursts into flames and Highway and Mainframe give the REAL money to Bullet-Proof. Case #6: Closed! MAJOR EVENTS: Big Boss in a Speedo. :/
ISSUE# 7 TITLE: Rogue Cop! SYNOPSIS: Dr. Badvibes finally gets Buzzbomb back up and running after he was blown up by Sgt. Mace (see issue #3). His victory is short-lived as a sudden attack by an apparent robotic elephant quickly destroys his lab! He finds himself sucked up inside this metal behemoth, which takes off with an apparent Police Officer sitting atop him, leaving rampant destruction in his wake. Badvibes finds himself quickly deposited back at his old lab, now labeled as a crime scene. The officer introduces himself as a bad cop, named “Rogue” and orders Badvibes to soup up his robotic Elephant, code-named TRAMPLUR. Badvibes agrees and soon Rogue is using the elephant to continue to capture ill-gotten gains, which he is using to beef up TRAMPLUR even more. But before long, the COPS hear about this beast…it’s a beast Longarm has seen before. Turns out Longarm approached a man named Paxton Dern to join the COPS…Dern had a vehicle named TRAMPLUR: Titanic Radio Activated Multi-Purpose Laserized Urban Ravager. Longarm was taken aback by the violent brutality of TRAMPLUR, and of the person who operated it. Longarm neglected to invite him to join, but Dern promised he’d see him some day in Empire City. Soon, TRAMPLUR is causing havoc again, narrowly evading Sundown and Highway, and then taking on some Crooks first hand, and easily defeating them. Bullet-Proof decides the time has come to introduce the rest of the COPS to their target as Big Boss is informed by Badvibes that Rogue is apparently in Empire City…to eliminate all of the vermin…and that means him. He decides they need protection just as Rogue discovers that Badvibes has escaped…the hunt is on! To Be Continued… MAJOR EVENTS: The first appearance of Paxton Dern, AKA Rogue and TRAMPLUR. Buzzbomb is rebuilt, but quickly destroyed again when TRAMPLUR crushes Badvibes’ lab.
ISSUE# 8 TITLE: Case of COPS File #8: Rogue Cop II The TRAMPLUR Rampant! SYNOPSIS: Rogue and TRAMPLUR continue the rampage against the criminal element of Empire City, with no concern for who or what is in their way. As he hunts down Big Boss and his penthouse, the Boss himself approaches the COPS of all people for protection. The COPS have no choice but to begrudgingly agree, so the Crooks are housed up in the 647th for protection. But even a COPS precinct isn’t enough to deter Dern, as he loads up TRAMPLUR and has the gall to attack the COPS HQ itself! Bullet-Proof, disgusted by the actions of the traitorous officer, orders the COPS to attack, but use non-lethal force. Easily swatted aside, the COPS look to be no match for this metallic beast, but as it continues it’s progress, Police Officers line up in front of it, refusing to move…if Rogue wants to continue, he’s going to have to cross the line…he’s going to have to be a Cop killer. Dern angrily dismounts and threatens to attack the COPS one-by-one and do whatever necessary to take them all down. But from nowhere, Mainframe jumps in with a kick, and takes him out with one shot. Longarm moves in and cuffs the rogue cop and swiftly kicks out the Crooks who are advised to be even more careful on the streets now. Case #8: Closed! MAJOR EVENTS: Paxton Dern is arrested
ISSUE# 9 TITLE: The Case of the COPS file #9- The Big Krush SYNOPSIS: Rock Krusher is in prison, and apparently happy there (he was arrested in issue #5) as he is the king of the criminals. Meanwhile, two lowlifes on their way to rob a bank are pursued (sort of…) by Longarm who catches them in the act and promptly takes them in. Rock Krusher is planning his escape, although one of the new prisoners (one of the guys that Longarm arrested) wants out…so he squeals. As Krusher successfully makes his break, the COPS scatter to try and halt his plan. Shot down by Hardtop’s Ironsides, Krusher lands in a construction area and grabs whatever weapon he can: a Jackhammer. With this weapon, he infiltrates a nearby building and takes hostages…but bad gets to worse as the COPS discover that the building he has infiltrated is a “Robo-Troops” factory where military robots are stored! They attempt to move in, but are quickly assaulted by the robots and forced to scatter. Someone must do something…and Sgt. Mace decides it should be him. He launches an all out assault on the robo troops, and single handedly flattens the lot of them! Zipping through the air on his jetpack and using his rocket launcher, the robo-troops fall before his attack, and he saves the hostages, although Krusher drills through the floor and escapes into the sewer tunnels…Case #9: Closed! MAJOR EVENTS: Krusher escapes from prison and gets his jackhammer weapon.
ISSUE# 10 TITLE: Case of the COPS file #10- Week of the Good Badvibes SYNOPSIS: The Crooks are planning a week of heists, to be performed by different gadgets that Badvibes has whipped up. Things start off poorly as Krusher and Badvibes attempt to knock over a jewelry store, but are interrupted by Highway. Krusher is distracted, and his ball and chain slams Badvibes in the head. This knock sends Badvibes for a loop, and he is caught. Big Boss is not happy, even has Badvibes proudly proclaims to the COPS that he has had a change of heart and would like the help the side of good. Even though they can’t believe it, Badvibes quickly proves his worth by cluing the COPS into every plan the Crooks are playing out over the week. Bullet-Proof allows Badvibes to rebuild Buzzbomb and let him continue to foil the Crooks plans. They end up at the bank with Barricade, there to foil a plot by Berzerko to drill into the safe and steal silver bars. But Berzerko and the Crooks pull one over on the COPS and sneak in from inside, grabbing the ingots and coming out, straight through Barricade and Badvibes. In desperation, Berzerko throws a silver ingot at Barricade, but he deflects it, and it strikes Badvibes in the head. This knock apparently turns Badvibes back into a Crook again, and he, Buzzbomb and Berzerko escape by the skin of their teeth. Case #10- Closed! MAJOR EVENTS: Buzzbomb is rebuilt
ISSUE# 11 TITLE: Case of the COPS file #11- Barricading the Man SYNOPSIS: This issue starts off with Barricade testing some riot-simulation robots and testing himself as well. Meanwhile, in the Crooks HQ, Badvibes is begging for his job back, and suddenly comes up with a brainstorm. Building a UFO-like machine loaded with money, he launches it into Empire City…immediately a riot forms, just as Badvibes wanted…he needs to attract the COPS, hoping to entertain Big Boss. But instead of all of the COPS, only one stumbles upon the mob scene…the crowd control specialist, Barricade! Suddenly, the UFO swoops down and picks up the hapless COP, carrying him off. As Barricade is brought to wherever he’s being brought, he flashes back to his father being caught in a riot as he watched helpless on television. Meanwhile, the COPS are reporting to the former riot scene, but too little, too late as Barricade is delivered to an indoor stadium for the malicious pleasure of Big Boss. But Barricade has other things in mind…as some robots programmed by the Crooks attack, Barricade slips away and strikes at the heart of this twisted little game…the Crooks! He attacks them directly, but even as he slams away at the bleachers, they slip away…but Barricade is content- he finally overcame his emotions and kept a cool head, which saved his life. Case #11- Closed! MAJOR EVENTS: Some insight into Barricade’s motivation and a look at his past. Mention of the “Great Detroit Riots” something that apparently happened in the past that we don’t know about.
ISSUE# 12 TITLE: The Case of the COPS File #12- The Bride of Berzerko SYNOPSIS: Ms. Demeanor and Berzerko are out to dinner with her Jamaican bodyguards close behind. Somehow she convinces Berzerko that he’s proposed to her, hoping that she can worm her way into Big Boss’ organization through his nephew. Big Boss is not too happy to say the least, perfectly aware of Ms. Demeanor’s plot and double-crossing ways. Big Boss calls upon Dr. Badvibes to use his wicked wisdom to somehow alter Ms. Demeanor to be even dumber than Berzerko. That way his nephew is still happy, but Demeanor isn’t scheming enough to be able to work her magic from within his organization. The femme fatale goes into her favorite hair salon to prepare for the wedding, and is quickly ambushed by Badvibes and strapped into one of his gizmos, hoping to severely alter her brain capacity. But in the middle of the experiment, something goes dreadfully wrong! Ms. Demeanor wakes up and it becomes quickly evident that not only is she NOT dumber, but she’s a great deal stronger as well! Going on a rampage she thoroughly destroys Badvibes’ lab. Later, the wedding is taking place…Badvibes breaks the news to Big Boss that Demeanor is not any dumber…but the lab accident has changed her physically…made her as evil on the outside as she is on the inside. But instead of being repulsed by her…Berzerko finds her even more attractive than ever! But Ms. Demeanor is no longer willing to go through with the charade, lays out Berzerko, then storms out. Case #12: Closed! MAJOR EVENTS: Ms. Demeanor’s strength is increased; her familiar evil visage from the cartoon is born.
ISSUE# 13 TITLE: The Case of the COPS File #13- T.H.U.G.S. SYNOPSIS: Big Boss is adamant that the Crooks need to expand…they need some new blood…some thugs. Badvibes immediately gets an idea and starts cracking even as Berserko starts introducing some of his criminal friends to his uncle. But elsewhere in Empire City, suddenly some thugs are appearing…large, lumbering, tattooed and cone-headed beasts of men, slamming through walls and showing incredible feats of strength. They even appear to be bullet-proof! Longarm is taking complaints from citizens and one of these thugs is introduced to Big Boss himself. Soon enough the rest of the COPS are on the case and each of them seem to run into this thug. They get together and quickly realize that this isn’t a thug. This is a bunch of T.H.U.G.S., several robots constructed by Badvibes to do the Crooks’ bidding. Tracking down these beasts to a modeling agent front, the COPS bust in on Badvibes and his toys, and a scuffle ensues. Thanks to Blitz, who spies an open electrical current, the T.H.U.G.S. are hit with thousands of volts of electricity and fried! The COPS arrest Badvibes and bring in his creations, only to find Badvibes released on a technicality. Most importantly, though, the T.H.U.G.S. are off the streets and scrapped! Case #13- Closed! MAJOR EVENTS: First appearance of the T.H.U.G.S.
ISSUE# 14 TITLE: The Case of COPS File #14- Buttons on a Vess SYNOPSIS: Big Boss is taken aback when a gentleman named Drago comes to him, asking for permission to take a hit on his turf…and also asks for one of Big Boss’ cronies to do it! Drago is very upset about a tragedy performed against him as a kid…a tragedy performed by Agent Baldwin Vess! When Big Boss hears that Vess is the target, he happily agrees to let Drago do his worst…and allows him to use Buttons McBoomBoom himself to do it! Meanwhile, Vess is having strange dreams…but are they dreams, or visions? Bullet-Proof seems to be having a bad day, but as he leaves that night, it gets even worse---Buttons attacks! Driven through back alleys and the dark streets of Empire City, Buttons is everywhere…Bullet-Proof cannot escape him! He ends up on the floor of an abandoned warehouse at the mercy of the Crooks “hit man” and Drago! Drago coldly orders Vess’ death…but Buttons refuses. After all, Buttons does not kill. As Buttons leaves, Drago attempts to attack Vess himself, all over the apparent love of a woman named Lucille. But Bullet-Proof won’t go down easy and he strikes quickly, taking down the man with a few well-placed punches. Satisfied with the ending of this adventure, Bullet-Proofs dreams subside… Back at the station, Longarm asks his boss what the deal with “Lucille” was…turns out it wasn’t even a woman…it was a bike. Case #14- Closed! MAJOR EVENTS: Buttons McBoomBoom strikes again and proves to be by far the most dangerous and capable member of the Crooks. Some insight into Bullet-Proof’s background and look at his personal life.
ISSUE# 15 TITLE: Operation: Big Bust! SYNOPSIS: A routine check from Mainframe produces some non-routine results; Big Boss’ own limo has a long list of parking citations…that haven’t been paid. Enough citations for an arrest warrant! Big Boss, searching for his weekly gambling receipts stumbles upon 113 unpaid parking tickets, courtesy of Turbo Tu-Tone who has forgotten to fix them. Big Boss is enraged and orders an emergency meeting. The COPS take off towards Big Boss’ penthouse prepared to take down the Crooks for good, while at the same time, Big Boss is meeting with his men, preparing a suitable defense…three new members of the Crooks, Nightmare, Louie the Plumber, and Bullit are waiting for their orders as well. Before they can enact a proper defensive posture, though, Highway launches the preliminary attack and is met with return gunfire. He asks that the charges be added to the list, and they are. Crooks furiously firing back as other COPS streak up through the elevator shaft to take the battle to the Crooks meet COPS in the lobby. As the Crooks scatter to maintain a defense, the COPS overwhelm them, combat-assaulting from every direction and in every possible way, but still Big Boss stands firm, refusing to give in and determined to hold out until the bitter end. Down to fisticuffs and tooth and nail the COPS and Crooks battle it out in the ravaged penthouse of Big Boss’ criminal empire…and battle they do! Until slowly but surely, the Crooks begin running out of ammo and running out of options. Longarm moves in, and happily engages the powercuffs…Big Boss and his entire gang is under arrest! Case #15- Closed…The End! MAJOR EVENTS: The last issue of COPS. First (and last!) appearances of Nightmare, Louie the Plumber and Bullit
