Episode Synopsis: Empire City has a new luxery airliner...a state of the art new blimp called Mountback. With a special fundraiser inviting all of the rich and famous to this one central location, Big Boss and his Crooks have a new target...a seemingly easy target!

Hardtop is renting his own tux at a local Empire City establishment preparing for his trip to the fundraiser, when Turbo and Berzerko ransack the place, stealing their own tuxes, so they can blend in with the rich and famous and steal their loot. Hardtop catches them in the act and pursues. However when the Crooks go to the roof, Hardtop finds himself stuck with a fear of heights that will not let him continue after them.

Back the Precinct, Bullet-Proof is waiting for Hardtop to arrive so they can attend the charity dinner. Hardtop shows up, but he is obviously bothered by the fact that he couldn't stop the Crooks earlier. Later on, an airship for the Blimp's catering service flies towards the large blimp, but the caterers have been tied up inside, and the Crooks are disguised as them, finding their free ticket to the fundraiser.

Bullet-Proof and Hardtop ride an elevator up to the blimp, and Hardtop is definitely still feeling the effects of his fear of heights, even in a simple elevator ride. Inside, the COPS and Crooks mingle with the crew, unaware that they are each on the blimp together, while Whitney Morgan works her magic, trying to get interviews. After Berzerko has a run in with Morgan, the COPS become suspicious and Bullet-Proof and Hardtop move in. The corner Berzerko in the kitchen, and are greeted with gunfire, but they get the better of him, collapsing a large ice statue on top of him. However, the other Crooks are soon busting in! Hardtop and Bullet-Proof quickly find themselves trapped in the meat freezer.

The Crooks set out to complete the heist while Bullet-Proof rips free from the ropes and immediately radios in to the COPS HQ. Longarm, Highway, and Sgt. Mace answer the call and immediately depart for the blimp. Bullet-Proof takes off after Rock Krusher (who is trying to cut the blimp loose) and orders Hardtop to lock the platform into place once the COPS arrive...but Hardtop is hit with his fear of heights.

Bullet-Proof clashes with Rock Krusher up top, trading blows, but ends up going over the railing, narrowly grasping a platform, barely saving his own life. Down below, Berzerko is getting ready to escape, thanks to Turbo who has approached in the catering airship. He tosses Whitney Morgan's video camera robot through a window, which just happens to be right over where Bullet-Proof is hanging on for dear life. He tries to take down Berzerko, but collapses from exhaustion...meanwhile, Hardtop is able to overcome his fear of heights, and with the help of Longarm's power cuff, locks the platform in place. He takes off after Rock Krusher while Longarm, Highway, and Sgt. Mace run off to round up the rest of the gang.

The three COPS break into the main blimp, using all sorts of unusual tactics to take down the gun-toting Crooks inside, while Berzerko is running off with Whitney Morgan. Berzerko realizes he has forgotten to grab the loot, so he scoops up the bag as he runs to meet Turbo in the airship. He leaps to safety as Whitney is left hanging off of one of the blimp ledges. Hardtop sees her there and bravely jumps down to the platform to rescue her, not noticing Rock Krusher charging from behind! Thankfully, Longarm sees him from up above, and snares him with his power cuff.

The COPS have broken up the heist, Hardtop has conquered his fear, and Berzerko, thinking he got off with a bag of loot soon finds that instead, he has escaped with a huge doggy bag he had gotten for Rock Krusher! No jewels or cash...just sandwiches. Better luck next time!
