Episode Synopsis: Empire City is under seige! Big Boss and his nefarious gang of Crooks have the city right where they want it, and there is seemingly nothing that local Law Enforcement can do to stop their reign of terror and crime. Big Boss and his new lead scientist, Dr. Badvibes have designed the most state of the art technical crime machines ever seen, and Mayor Davis decides they need to strike back.

As The Crooks work on designing the "Ultimate Crime Machine", the Mayor calls in specialist Baldwin Vess to assist in uncovering the crime spree. But Agent Vess gets in too deep, and shortly, he's tangling with Berzerko and Turbo TuTone. After a high speed chase and the car he's riding it slams into a building, his body is crushed and broken...with only one way to save him. He gets some "upgrades" so to speak, and his body his replaced with the most state of the art cybernetics, and he becomes Bullet-Proof!

His time in the hospital inspires him to create the ultimate crime fighting team...the Central Organization of Police Specialists! Empire City's own PJ "Longarm" O'Malley and Donnie "Hardtop" Brooks go across the country to recruit the best of the best for the C.O.P.S. team. They finish recruiting just in time as the Ultimate Crime Machine shows its face! But the C.O.P.S. team swings into action and takes down the Crime Machine and foils the Crooks' plans.

Thus, the Central Organization of Police Specialists is born!
