Episode Synopsis: We start off with Squeaky Clean making a surprise visit to Berzerko's secret hideout inside an amusement park in Empire City. Squeaky stumbles into a trap and some of Berzerko's cronies capture him, but Squeaky reveals he's just there to announce Big Boss' birthday, and gives him a list of what he wants.

Berzerko's first stop is a costume shop/party store where he buys a bunch of masks...he gives these masks out to his buddies, then they turn around, go back in, and rob the place blind.

Bullet-Proof and Mirage are the COPS on the scene, and they interview the shop owner to find out exactly what happened. They start showing him mugshots and ask for identification, and it doesn't take long for him to point out Berzerko. We also find out that Berzerko stole the World's Largest Balloon while he was there as well...

Meanwhile, Berzerko and his clowns have infiltrated an manufacturing plant and are stealing onion dip straight from the conveyer belt, but Big Boss' grocery list for his birthday party slips right out of Berzerko's pocket, and a worker scoops it up, giving it to the COPS. Bullet-Proof and Mirage go through the list, and figure Berzerko's throwing a party, which will be the perfect time to possibly nab all Crooks at once. The next item on the list is a birthday cake, so they put out an APB on all bakeries in Empire City.

Bullseye and Sgt. Mace, flying in an Air Raid helicopter, spot one of Berzerko's men on stilts, stealing a cake from a second floor window...they immediately give chase. The crook on stilts drops off the cake to a fellow criminal in the sewer system and tries to escape, but gets hit by a car, and ends up dangling from a traffic light. But the daring criminal slips from the traffic light, down the manhole and the criminals start to escape, but Bullseye puts out a bulletin to all COPS, giving them the coordinates.

Mirage is staking out one of the exit drains and sees Berzerko and his punks slip out, hop in a dune buggy and take off...she is undercover, and makes her pursuit. She follows them into Berzerko's hideout, where Squeaky is waiting as well, and spies on them as they talk about what present to get Big Boss. As a news report comes on the television about the "Cornicopia Bridge", Berzerko seems to get an idea. While Squeaky Clean doesn't think stealing an actual bridge is quite feasible, Berzerko seems to like the idea...but they don't get the chance to hash it out as a robotic bear Berzerko uses for security snags Mirage in disguise!

Mirage thinks quickly, saying she's a spy from Big Boss, and Berzerko decides to use her to help them steal the bridge so she won't tell Big Boss about their surprise birthday party. The Crooks go to the bridge unveiling disguised as vegetable mascots, and while Mayor Davis cuts the ribbon dedicating the bridge, they sneak in, hidden inside a float. They set explosive charges on the struts to break the bridge off and plan to use the World's Largest Balloon that Berzerko had already stolen (inflated with helium) to float the bridge itself away. As it starts to inflate, Mayor Davis puts an emergency call into the COPS.

Back at Big Boss' place, the Crooks are all in hiding, waiting for the big man to return...and return he does, with Buttons McBoomBoom as his bodyguard. The Crooks jump out, yelling "SURPRISE!", but the Boss thinks it's an ambush! Buttons unloads with his chest machine guns, sending the Crooks scrambling. Squeaky yells, telling the Big Boss that it's a party, not an ambush, and the Big Boss is happy, until he asks where his present is...Squeaky tells him Berzerko is stealing him an entire bridge, and the Boss is none too happy about that.

Berzerko is trying to finish wiring the explosives to break the bridge off and float it off, but can't get it done...Mirage, still with them undercover, and reports that she is capable of wiring explosives better than Berzerko. He gets her out of her restrictive banana outfit to get the explosives wired, just as an Air Raid helicopter flies by. Bullseye sees Mirage signal for them to stall for time, so they land, and get together with Highway and Mace down on the bridge.

Mirage, up on top of the bridge, wires the fireworks setup on the bridge instead of the explosives, and they go off, scattering criminals everywhere. She reveals herself as a COPS member and tries to arrest Berzerko, but he slips away in the chaos. The rest of the criminals are rounded up and taken away, but Berzerko escapes and returns to Big Boss' place, where he gets a rough welcome for this latest failure.
