History: Federal Agent sent to Empire City to stop notorious criminal named "Big Boss". When he stumbled upon Berzerko and Turbo Tu-Tune clearing out Dr. Badvibes residence, he was seriously injured in a motor vehicle "accident". Left for dead until Officers PJ O'Malley and Donny Brooks stumbled upon him, he was given a new lease on life through a technical "upgrade". Instead of merely forming the C.O.P.S., he joined them as their commanding officer, code-named: Bullet-Proof

Distinguishing Features: Tan trenchcoat, which covers a stainless steel bullet-proof metal frame. His torso is impervious to pain and injury. Often is seen wearing sunglasses.
